Information Manager for the Sellafield project based in Cumbria.
Candidates will be required to complete basic security clearance before appointment and SC clearance at a later date so candidates who already have basic clearance and have had SC clearance in the past would help speed up the hiring process.
Target Ltd. Co. rate of £81.25 ph (£650 per day) duration initial 18 months
Work Location: Warrington / Cumbria, 2 / 3 days per week on site with travel to opposite site potentially once per month
The role is likely to be outside IR35 but the final decision will be made after a Qdos assessment.
THE ROLE
Project Information Manager is responsible for planning, implementing, and maintaining processes, procedures, standards, and the tools required for the proper management of project information through projects’ lifecycle. He\she is charged with maximising the efficiency of the project teams and achieving the project goals through the best application of digital technology solutions and methods. Reporting to the Head of Project, they will coordinate with the Capabilities within the project as well as PPP Services Digital Delivery Capability to ensure digital delivery strategy for the project is fit for purpose, aligned with the overall strategy for the PPP programme, feedback key project requirements and ensure that the project and the wider PPP teams benefit from any key lessons learned.
MAIN RESPONSIBILITIES
• Develop and deliver project information management (IM) strategy in line with overall PPP Digital Delivery strategy, covering data management, document management, collaboration management, project execution systems, BIM, and project specific IT requirements through various stages of the project lifecycle.
• Interpret and communicate contractual and project specific information requirements to all internal and external stakeholders.
• Represent IM within the project management team and the project within PPP’s wider IM community.
• Define IM team roles & responsibilities, plan, resource, manage and guide the IM team on the project.
• Work collaboratively to develop digitally enabled solutions that enhances the value proposition in terms of safety, sustainability, quality, risk, cost, and schedule.
• Develop and manage digital delivery budget for the project (software, hardware, resources, and training) and ensure funding arrangements are in- place and monitored.
• Perform data integrity audits, as required, to ensure that data standards and nomenclature established for the project are being followed.
• Promote information security, confidentiality, compliance with hardware/software license, export controls and protection of intellectual property within the project.
• Facilitate continuous improvement within project execution through data analysis, reports, and dashboards to deliver actionable insights.
• Define the strategy for the identification and collection of project information for an orderly project close-out and transfer of project information into operations or at contractual milestones as appropriate.
• Keep abreast of industry best practices, standards, and technologies through participation in IM related forums, communities of practice etc. to facilitate cross project knowledge transfer.
• Ensure project team members are appropriately onboarded in the proper use of IM tools/systems and understand the role of IM within the project.
• Promote effective collaboration and knowledge sharing by maximising the use of project portal, MS Teams, and other available technologies.
ESSENTIAL SKILLS
• Have good understanding of major capital project execution and technologies employed including engineering systems, content management/EDMS systems, collaboration tools, database concepts etc.
• Must be able to prioritise own work effectively and be able to direct activities of others.
• Be capable of strategically planning and executing IM and IT related transformation projects.
• Have excellent communications skills and be able to present complex technical matters effectively to internal as well as external stakeholders.
• Be capable of appraising proposals and contracts and develop competitive IM and IT estimates.
• Ability to develop coherent processes, plans, and procedures in compliance with regulator, client, and programme requirements to suit the project.
• Be capable of building and maintaining relationships with internal and external stakeholders and service providers.
• Experience of setting and managing budgets/business plans and working knowledge of financial processes.
• Problem solving skills and ability to respond to sudden unexpected demands as well as strategic thinking to anticipate and resolve problems before they arise.
• Ability to identify areas for improvement within business processes and implement automation solutions.
• Ability to analyse, interpret and present data to highlight issues, risks and support decision making and where necessary, develop robust business cases to seek funding.
• Demonstrable track record of managing information management function within complex capital projects.
DESIRABLE SKILLS
• Experience of applying document management processes within complex capital projects using enterprise EDMS systems (e.g., OpenText, Aconex, Assai, ProjectWise, Hexagon SDx etc.)
• Good understanding of design engineering and project execution processes and knowledge of leading software solutions (from providers such as AVEVA, Autodesk, Bentley Systems, Hexagon, Esri etc.).
• Good knowledge of web portal, process automation, and collaboration solutions such as SharePoint, Teams, Flow, Nintex etc.
• Ability to conduct as well as participate in internal and external audits.
• Knowledge of data management principles and industry standards such as CFIHOS.
• Very good proficiency in the use of MS Office 365 applications and experience of managing data within a Common Data Environment for projects.
• Understanding of government security classifications (Official, Official Sensitive etc..) and the corresponding handling requirements.
• Familiarity with e-signature solutions such as DocuSign®\Adobe Sign and related workflows.
• Knowledge of BIM methodologies and application of industry standards such as ISO 19650.
